feat(vcs): native core, CLI and local projects (wip)

vcs-core: SHA-256 objects, trees, chunked big files, line and JSON
merges, tree merges, bundles, versions. vcs CLI: workspaces with a stat
index and copy-on-write checkouts, saves, changes, land, sync, undo,
restore, stacks, the secret check and mine files, on local projects.
Moves the spec and guide to vcs/.
