feat(vcs): hosted service on Workers, vcs-core in Wasm, git view export (wip)

apps/vcs: one Durable Object per project, objects in R2 packs, sign-in and
roles from Upstream repositories. The git view pushes each version to the
repository's main through git.coline.app as a git client. tests/hosted.sh
runs against it with VCS_TARGET=worker (55/55).
