perf(onset): on gc packs objects into one file each run

The local store kept one file per object (89,000 files for this repository),
slow to copy, back up and scan on macOS and Windows. on gc (which the saver
runs daily) now moves loose objects into a pack with a sorted index; reads
look in loose files first, then packs. A packed object nothing needs, or one
purge takes out, has its pack written again without it, so its bytes are
gone. on check verifies packed objects too.

Also: the git view test gives git an identity, as release runners have none.
