feat(vcs): agent sessions kept with the changes they land, private to the change's owner

Claude Code (by session ID), Codex (its session in the folder) or any agent
naming VCS_SESSION_FILE: the part since its last land, secrets removed.
Only the owner and people the change is shared with read it; vcs sessions
off stops it, vcs sessions delete removes it here and on the host.
