feat(vcs): vcs show, [land] run checks, and shell completions

- vcs show <file> [--from <version|change|change:save>] prints a file as
  it was (git show rev:path). Hosts send the one file; vcs-server gains
  GET file like the Worker's.
- vcs.toml [land] run: commands vcs land runs in the workspace first
  (lint, tests); if one fails nothing lands (exit 4). vcs land --no-run
  skips them. This machine's, as git hooks are.
- vcs completions bash|zsh|fish|powershell|elvish.
