fix(onset): a publish cut off partway goes on from the host's main

A part of a long history whose answer never came (coline-app's fifth
was dropped after six minutes) is asked about: if it went in, the next
part follows; if not, it's sent again. Running publish again carries on
from the host's main when it's this history's version of that number.
Parts are 100 versions now, so each request is short. The local bench
also times log and blame on a 5,000-version history.
