docs(vcs): rules and review, land --at, land --with, your own git URL, the switch

The spec's landing section covers the repository's rules (a land they hold
becomes a change request that merges when its approvals and checks pass),
landing at a set time and landing together; the git section, each person's
own git URL and Upstream's "Use vcs" switch. Section 14 drops what's now
built. The agent guide's exit 5 covers review, with --with and --at.
vcs get on a switched-on repository with no commits after all is an
ordinary empty get.
