fix(vcs): Windows file times count from 1970 like Unix

Windows gives 100 ns ticks since 1601. Comparing a file with its index
didn't care, but vcs workspaces clean reads them as times, so on Windows
every workspace looked used in the future and none was removed (caught by
the release run on Windows).
