feat(onset): vcs is now Onset, and its command is on

The CLI is `on`, the crates onset-core, onset-cli, onset-server and
onset-wasm, the folders onset/ and apps/onset, and the host answers at
onset.coline.dev. What a machine set up as vcs has keeps working: .vcs
workspace folders become .onset the first time they're used, vcs.toml and
VCS_* settings are read, the vcs data folder stays where it is,
vcs.coline.dev and /.well-known/vcs.json keep answering, git commits with
Vcs-* trailers and change requests on vcs/<change> branches are still
recognized, and the MCP tools take their old vcs_* names. Strings that
feed version IDs, signatures and encryption keys are unchanged.

New git commits carry Onset-* trailers and reviews open from
onset/<change>. Installers and release archives are named onset, and the
old install URL installs it, replacing the vcs command. Upstream's and
Coline's pages say Onset. Build output that had been committed under the
CLI's target folder is no longer tracked.
