feat(web): give menus, popovers, tooltips and dialogs Liquid Glass With Glass set to Liquid, dropdown and context menus (and submenus), select, tooltip, popover, dialog, alert dialog and sheet use the marketing nav glass. Frosted keeps the existing surfaces. The glass fits each surface three ways: filling a box, pinned to the Radix popper wrapper so it holds still while a menu scrolls, or spanning the scroll height of dialogs and sheets. The menu hover pill brightens the glass instead of tinting over it. Open and close keep the fade and zoom, split so the glass survives it: the surface only slides, its contents fade and zoom by its own tw-animate values, the glass box grows by the same amount through its inset, and the glass materializes, all on the surface's duration. Opacity or filters on the surface hide the glass, and a changing scale leaves Chromium's backdrop-filter with a blank backdrop, which flashed the glass grey on every open and close. @colineapp/ui gets a liquid-glass stand-in that always reports Frosted, so the menus it syncs from Coline still build without Coline's theme.
