fix(ui): keep menu surfaces identical to Coline; dialogs and sheets get a solid surface

The kit's dropdown/menu files must match Coline's own (the build checks
it), and an earlier fix had made the kit's shared menu surface solid,
which stopped @colineapp/ui from building for publish. Menus match Coline
again (translucent in light mode, like the product). The see-through bug
was dialogs and sheets reusing that menu surface over page content; they
now use their own solid modal surface.
