perf(build): typecheck workspaces with tsrs

tsrs is the Oxc/Cloudflare Rust port of the TypeScript 7 compiler. It
reported the same diagnostics as tsc 7.0.2 on all 34 workspaces and
byte-identical output on a 46-error stress file, and checks apps/web in
3.5s / 3.3 GB instead of 19s / 9.8 GB cold, 0.8s instead of 3.8s warm.

Only the --noEmit typecheck scripts switch. tsc stays for emitting builds,
apps/desktop (Windows CI runs it and tsrs ships no Windows binary),
apps/raycast (pinned to TypeScript 5.9) and the create-coline-app
templates. Editors, Next and ESLint keep using the typescript package.

tsrs is pinned exactly because it is a 0.x build on TypeScript 7.1-dev.
