docs(vcs): no host runs checks yet; list bisect, signing and packages as missing

The guide and spec said a host check could fail a land. The protocol has
room for one (checks_failed with a log link), but neither Upstream's host
nor vcs-server produces it. Section 14 now also lists bisect, signed
versions and package managers (macOS builds are signed ad hoc only).
