feat(vcs): vcs tag names versions, and the git view gets them as git tags

vcs tag v1.0 [version] names a version of main (people who can land);
the name works wherever a version number does (log, diff, restore, show).
vcs tag lists them, --remove takes one off. A name stays on its version.
On the host the git view pushes them as git tags (and drops removed ones)
in one push after the versions; local projects and vcs-server keep them
too.
