feat(onset): uploads send changed folders and files as deltas

A CLI's land sends each folder and file it changed as a delta on the one
it replaced, which the host has, when the upload is small: a folder with
one entry changed goes as tens of bytes instead of all of it. Upstream's
host makes each delta whole to check it against its ID and keeps it as a
delta; the self-hosted server makes them whole as they come in. A host
that refuses them gets whole objects, then and from then on.
