feat(sdk,ui): standalone repos on upstream.codes (coline/sdk, coline/ui)

- scripts/sync-package-repos.mjs publishes packages/sdk as coline/sdk and
  packages/coline-ui as coline/ui. It is git subtree split's algorithm (it
  gives subtree split's exact commits for coline-ui and liquid-glass), except
  that commits where the folder is missing or a submodule are skipped.
  packages/sdk was a submodule for 12 commits, and subtree split adopts such
  commits whole: its split carried 2,438 monorepo commits, apps/web included.
  workspace: ranges become the versions they pointed at, as pnpm publish
  writes them, and new blobs are scanned for keys before a push.
- package.json: repository and bugs point at upstream.codes. typescript is
  the TypeScript 6 API package, which tsup's declaration build needs and
  TypeScript 7 lacks (the root pnpmfile did this only inside the monorepo),
  and tsrs is declared, so a clone installs, builds, tests and typechecks
  with npm alone. The published declarations stay tsup's bundled ones.
- tsconfigs no longer extend the monorepo's. The UI build runs its steps
  directly instead of through pnpm, and its parity check skips outside the
  monorepo.
- READMEs: source and npm links, Development and Source sections; no more
  version-stamped headings or links into the private repository.
- Stops the GitHub mirror (ColineApp/coline-sdk): scripts/sync-public-sdk.mjs,
  its workflow, which failed on every push, and the sdk:mirror script.
